Sir,

I have the honour to forward for your information

a copy of a letter which I have caused to be addressed to a

Mr. G. Ludin, Manager of the Hongkong branch of the Swedish

Trading Company, and copies of the corresponden os referred to

therein.

Messrs. J. R. Andrè Nachfolger are on the Black

List, and Mr. Mohr, who is a German subject, is Consul-General

for Sweden at Bangkok. Mr. Mohr had previously written to

Mr. Nielsen, Consul for Sweden in Hongkong, about Aga Lights,

and the Consul handed the letter to the Swedish Trading Company.

Mr. Mohr used Consulate paper, and Mr. Ludin states that he

thought that he was addressing the Consulate and not a firm.

I may mention that Mr. Mohr was mentioned by

whose case was dealt with in my Confidential

spatches of the 21st. December and 12th. January as the man who was to supply him with funds for his seditionary propaganda.
